Capital Projects
Capital Projects are large-scale construction projects that effect the entire City Hall and Courthouse building. Capital projects require detailed preliminary planning, extensive lead times, and numerous approvals. The MBC works with building tenants to complete planning for large-scale capital projects within the City Hall and Courthouse building. City of Minneapolis Capital Projects are funded through the City’s Capital Improvement Process. Bonds for funding Capital Projects are issued in accordance with State Law Chapter 642.356 and Chapter 13, Section 4 of the City Charter. The City typically circulates funding round notifications in February. The applicants then have several weeks to submit electronic applications. These applications must contain detailed cost estimates and justifications. The Capital Long-Range Improvements Committee (CLIC) and the City Council review them. Successful projects are approved by resolution of the City Council as part of the City’s Five Year Capital Improvements Plan. Funding for successful Capital Projects is available in the year following the application and approval process or a later year if applicable. Hennepin County Capital Projects are funded through the County’s Capital Budget Process. The County typically circulates funding round notifications in February. Preliminary project descriptions without cost estimates are typically submitted in mid-March. Official Capital Project requests containing detailed cost estimates, justifications and a prioritized list of project requests are typically due in June. The Capital Budgeting Task Force (CBTF) and the County Board review these applications. Successful projects are approved by with the County’s Budget at the end of the year. Capital Projects in common areas of the City Hall and Courthouse are funded by both the City and the County. Projects in common areas complete both the CLIC and CBTF processes. One example of a common area project is the repair of the rotunda. As part of the project the stone flooring and the stained glass windows in the rotunda was cleaned and repaired to protect and restore the historic City Hall and Courthouse building.
