1920s 1920 The county courtrooms are remodeled.
1920 Seven homing pigeons, all veterans of World War I, are given a permanent place in one of the towers of the City Hall and Courthouse, with provision made for their support for the balance of their lives.
1922 The Municipal Building Commission turns down a request from the city council to use the assembly hall for baseball during the noon hour.
1923 Following the plans of local firm Down and Eads, a mezzanine is inserted between the third and fourth floors on the city side, dropping the city council chamber ceiling to one-third its original height.
1925 Henry Voegeli, the county treasurer, proposes converting the City Hall and Courthouse into a ten-story, flat-roofed skyscraper to take care of municipal needs for the next thirty years.
